The Covid-19 epidemic has spread in the country since March 2020.  Both mothers and fathers of many children in the state have died during this period of the Corona epidemic.  

The issue of providing financial assistance and other types of schemes to orphaned children on the basis of priority was under active consideration of the Government.  At the end of adequate consideration, it is decided to implement the following scheme to assist such orphaned children during the period of Covid-19 epidemic.  

It is thus decided to implement a new scheme covering different sections called "Mukhyamantri Bal Seva Yojana" to provide training, loans and assistance subject to the following conditions:

🔷 Eligibility 🔷

➡️ The benefit of this scheme will be available to the children who have died during the corona period, regardless of the income limit. 

➡️ Adoptive parents of the child whose parents have died before the corona period also if  The benefit of this scheme will also be available to the re-orphaned child irrespective of the income limit.  

➡️ Even in case of death during the period of Corona, the benefit of this scheme will also be available to the destitute child irrespective of the income limit. 

The assistance available to the department as per the above eligibility will be as under.  

🔶 Department of Social Justice and Empowerment 🔶

➡️ Assistance of Rs. 4,000 / - per child per month 

➡️ This assistance will be available from the month in which the child is orphaned.  

➡️ Even after completing 18 years of age, the child who is continuing his / her studies will be entitled to the benefit of After Care Scheme of the State Government till the age of 21 years without any income limit.  

➡️ Even after completing 21 years, the young men / women who have continued the valid study will be given benefits under the after care scheme till the completion of the study or at the age of 24 years whichever is earlier.

➡️ Certificate, Diploma of any course recognized for the said Issue.  Only undergraduate and postgraduate courses will be considered.  In addition, Skill Development Training provided by government approved standards will also be considered eligible.  

➡️ The destitute children will be admitted for education in the Central / State Government run Kasturba Gandhi Balika Vidyalaya (for girls, residential schools, Samaras Hostels / Government Hostels, which give priority to the process as per the rules of that department). 

➡️ During this period  The married girls will be able to avail the benefits of Kunwarbai's Mameru scheme for their marriage without any income limit. 

➡️ Scheduled Castes (SC), Social and Educational Backward Classes (SEBC), Disadvantaged Castes (NT / DNT) and Economic Backward Classes (EWS)  Scholarships prescribed by the Department of Social Justice and Empowerment to the children of the Department of Tribal Development and to the children of Scheduled Tribes (ST) which will be sanctioned on priority basis subject to the resolutions, circulars, rules of that department.

➡️ Benefit of all the schemes of all the corporations under the department will be given to the eligible children on priority basis without considering the income limit. 

➡️ Educational loan for study in the state as well as loan for study abroad.  Regardless of which will be given on priority basis by that department. 

🔷 Education Department 🔷

➡️ Orphans will be given the benefit of Mukhyamantri Yuva Swavalamban Yojana (MYSY) for higher education on priority basis irrespective of income limit.  

🔶 Department of Labor and Employment 🔶

➡️ Vocational training will be given to children above 15 years and skill development training will be given to children above 18 years on priority basis. 


🔷 Department of Food, Civil Supplies and Consumer Affairs 🔷

➡️ Priority to the foster parents of orphans under the National Food Security Act Benefits will be provided on a regular basis.  

🔶 Department of Health and Family Welfare 🔶

➡️ Orphans will be given the benefit of Mukhyamantri Amrutam yojana on priority basis without considering the income limit.


⤵️ General Conditions of the Scheme ⤵️

(1) The Department of Social Justice and Empowerment shall act as the nodal department for the implementation of "Mukhyamantri Bal Seva Yojana".

(2) The benefit of this scheme will be available from March 2020 till the end of Covid 19 epidemic. 

(3) In case of a child above 10 years of age, the amount of monthly assistance will be credited by direct benefit transfer (DBT) to the same account by opening a separate bank account in the name of the child whereas in case of a child below 10 years of age,  The amount of monthly assistance will be credited to the account by direct benefit transfer (DBT) by opening a bank account (Bank A / c in single name) in the individual's own name.  

When a child is 10 years of age or younger, a separate bank account in the child's name will be opened and credited to that account by Direct Benefit Transfer (DBT). 

(4) If the beneficiaries is given only whose native place is Gujarat. Or The family is staying in Gujarat for 10 years.

(5) If the child receiving assistance under this scheme is of school going age, the assistance will be available as long as he / she is in school.  

(6) The Hood Cell Sponsorship & Foster Care Approval Committee (SFCAC) has to decide whether to approve / reject the application within seven days from the date of receipt of the application.  

(7) To avail the benefits of this scheme, the District Child Protection Unit has to apply online or offline along with the prescribed documents in the prescribed application form. 

(8) Expenditure for the scheme under the Department of Social Justice and Empowerment which shall be borne by the budget head while expenditure for the scheme under other departments which shall be borne from the applicable budget head of that department.  Is issued with the permission obtained.
