Aarogya Setu is the mobile App developed by the Government of India to connecting important health services with the people of India in our combined fight against COVID-19. The app is intended to enhance initiatives by the Government of India, in particular the Department of Health, to proactively contact and inform app users about the risks, best practices and relevant notices related to containment of COVID-19.

This is a tracking application that uses the GPS and Bluetooth functions of the smartphone to track the coronavirus infection. The Aarogya Setu app is available for Android and iOS mobile operating systems. Using bluetooth technology, the Aarogya Setu app attempts to determine the risk if one has been close to a Covid-19 infected person (less than six feet away) by scanning through a database of known cases across India , and using the location information determines the location one of them belongs to the infected areas according to the available data.This app is an updated version of a previous app called Corona Kavach (now discontinued) which was already released by the government of Setu India.

Aarogya Setu is currently available in 11 languages (English, Hindi, Telugu, Kannada, Malayalam, Tamil, Punjabi, Bengali, Oriya, Gujarati, and Marathi) and is expected to be available in more Indian languages soon. Aarogya Setu crossed five million downloads within three days of its launch, making it one of the most popular government apps in India. It became the world's fastest growing mobile app topping Pokemon Go, with over 50 million installs, 13 days after launch in India on April 2, 2020. It reached 100 million installs on May 13, 2020, that is, 40 days after its launch.
In an order on April 29, 2020, the central government forced all employees to download the application and use it: "Before starting work, they should check their status in Aarogya Setu and travel only when the application shows a safe risk or low". The Union Interior Ministry also said the request is mandatory for everyone living in the COVID-19 containment zone. The government gave the announcement along with the extension of the national shutdown in two weeks from May 4 with some relaxation.
On May 21, 2020, the Indian Airport Authority issued a Standard Operating Procedure which states that all departing passengers must be registered with the Aarogya Setu app. He added that the application would not be mandatory for children under 14 years of age. However, the next day, the Minister of Civil Aviation, Hardeep Singh Puri, clarified that the application would not be mandatory for any passenger.
Rahul Gandhi, leader of the Congress party, called the Aarogya Setu app a "sophisticated surveillance system" after the government announced that downloading the app would be mandatory for both the government and private employees. After this, others raised the same concerns about the Aarogya Setu app. The Ministry of Electronics and Information Technology (MeitY) responded to these concerns by stating that Gandhi's claims were false and that the app was being appreciated internationally.
On May 5, French ethical hacker Robert Baptiste, who calls himself Elliot Alderson on Twitter, claimed there were security issues with the app. The Indian government, as well as the developers of the app, responded to this claim by thanking the hacker for their attention, but dismissed their concerns. The developers of the application stated that obtaining location data is a documented feature of the application, rather than a defect, as the application is designed to track the distribution of the virus-infected population. They also stated that no user's personal information has been shown to be at risk.
On May 6, Robert Baptiste tweeted that the security vulnerabilities in Aarogya Setu allowed hackers to "find out who is infected, badly, he did a self-assessment in the area of his choice." He also gave details of how many people were sick and infected in the Prime Minister's Office, the Indian Parliament and the Home Office. Economics Times noted that a clause in the Terms and Conditions of the application stated that the user "accepts and acknowledges that the Government of India will not be responsible for ... any unauthorized access to or modification of their information." In response, several software developers asked that the source code be made public,
On May 12, the former judge of the Supreme Court of Justice, B.N. Srikrishna called the government's push for the use of the Aarogya Setu app "completely illegal." He said that so far it is not backed by any law and questioned "under what law, the government requires it of anyone."
MIT Technology Review awarded the Aarogya Setu app 2 out of 5 stars after reviewing COVID contact tracking apps released in 25 countries. The app earned the star only for the policy that suggests that the data collected is removed after a period of time and that data collection, as far as user input is concerned, is minimal. He also stressed that India is the only democracy that makes its application mandatory for millions of people. The rating was further reduced from 2 to 1 by collecting more information than the app needs to function.
Following this, the MeitY released the Android app source code on GitHub on May 26, which will be followed by the iOS and API documentation. In addition, the Government has also launched a "bug bounty program". This was done to "promote transparency and ensure the security and integrity of the application." However, experts stated that the server-side code had not yet been published, meaning that public opinion on security and privacy had not yet been fully mitigated. Following this, ZDNet noted that the source code seemed to confirm the government's claim that user location data, if collected, would be anonymized and deleted after 45 days or 60 days for high-risk individuals.
